Downloading pdf access denied

We will wait for your response. Hi, We want to get the submission data in terms of pdf file but i couldn't find any api which give us the submission data pdf url. Nobody can open them. In the directory with the problem i have several PDF files. The files with a last modified date in or cannot be accessed, but earlier files can. I cannot change ownership of the ones from or because I have no permission to look at the security settings for the files.

When I go to properties and look at details, the older files show an ownership of Administrators. The newer files I cannot open show no ownership. Finally I tried something last night to make this question almost mute. All but three of the many files had been backed up through Backup Exec. I was able to go to Backup Exec and have them restored to another folder without permissions being brought in so i can open them.

These are on a VMWare machine so now I will try to figure out how to backup just a few files and see if I can restore them one more time without permissions so they become available once more. This is my first time backing up on VMWare so I have a little to learn here.

I didn't mean change permissions on the files but change ownership to Administrator not Administrators group on the directory where files nested with recursive change. Thank you Alex.
